对我国现阶段推行现代政府采购制度的思考①

[摘要] 从五个方面提出了我国现阶段推行现代政府采购制度的政策建议。认为:应进一步扩大集中采购的
规模和范围,发挥政府采购的规模效益;应进一步完善招投标制度,提高政府采购资金使用的透明度,防范“集
中腐败”的发生;要做好配套工作,建立和完善国库集中支付制度、部门预算制度、预算会计制度等配套措施;要
提高政府采购的信息化水平,充分利用网络等现代化技术手段;应做好立法工作。

Abstract :The article puts forward suggestions on the pursuit of modern government procurement
system in five respects. The concentrate procurement scale should be widened further so that the
scale profit of government procurement can be realized ; the bidding system should be improved to
make clear the government procurement fund operation and to prevent concentrate corruption ; sup
porting measures such as the establishment and improvement of the exchequer concentrate payment
system , sectional budget system and budget accountancy system should be taken ; the information
level
