摘要
随着科技的发展和经济全球化,现在的市场竞争已由企业与企业间的竞争
上升至供应链之间的竞争,而采购作为供应链中最重要的一个环节和大部分企
业成本产生最大的领域,充分挖掘采购作为企业的第三利润源泉的作用,对于
降低成本和提高企业竞争力有着重大的意义。
2008 年金融危机已经逐渐过去,各国陆续出台的救市措施让世界经济正缓
慢复苏,而其中一条重要的途径救市大量工程基建项目的修建进而扩大内需,
在这个特殊大背景下,针对工程项目的采购问题就尤为重要,如何进一步提高
工程项目采购的效率,降低成本,保证项目顺利完工成为大家关注的焦点。
本文从供应链管理的角度出发,重点研究一个工业企业 H 公司的采购问题,
并以其一个具体的工程采购项目为例展开系统分析,提出针对性的解决办法。
具体研究包括:
一、梳理供应链管理、采购管理自发展以来的的理论体系,并对基于供应
链的采购管理进行系统分析和理论梳理,着重分析二者的联系。
二、对文章的研究对象 H 公司进行实地调研,在调研的基础上进行系统介
绍。本部分详细介绍该公司的基本情况,重点分析其采购方面的组织设计、供
应商分布、采购流程等现状。
三、在基本背景介绍基础之上对 H 公司采购管理中出现的问题进行系统总
结,主要包括:采购物资分类管理不规范;供应商的管理不规范;信息系统不
完善等,并详细展开论述。
四、针对提出的问题给出相应解决办法:战略采购下的 ABC 分类法从三个
侧面提出具体的解决办法,用来解决采购物资分类管理不规范问题;供应商考
核指标体系和层次分析法,用来解决供应商管理不规范问题;优化信息系统用
来改善信息系统不完善问题。

Abstract
With the rapid development of information technology and economic
globalization, the petition in market has been occurred in the section of
supply chain rather than in that among enterprises. Moreover, as the most cost
resource handler, digging out purchasing to be 3rd profit source is an important
strategy of cost down petition enhancement.
With the past of financial crisis, the rescue measures have been put forward by
States for the world, and the economy is slow recovery. Which one important way is
the large number of construct projects to expand domestic demand, so the project
procurement is particularly important for them. How to enhance the efficiency of
procurement by the project, reduce costs, ensure that the project was essfully
completed to attract most people’s attention.
Based on the point of view of supply chain management, this paper focus on an
industrial enterprise H's procurement issues, and analysis the problem of specific
