摘要
中小企业在我国的经济发展中有着不可替代的作用,它对产业的发展和经济繁荣作出了极大的贡献。然而,融资问题已成为制约中小企业发展的瓶颈,不解决中小企融资难题,十六大关于全面实现小康的目标就不可能实现,因此我们必须给予这个问题足够重视。企业融资难主要存在企业本身﹑金融机制﹑政府三个层面的原因,为此要制定相应的治理对策:企业要加快发展,切实提高盈利能力,增强自身信用观念,努力拓展融资渠道和方式;金融机构要解放思想积极创新,逐步消除对中小企业的金融抑制,建立多层次的信用担保制度;政府要完善政策法律法规,加大对企业制度支持和金融扶持力度。这就是我选这个课题的动因和现实意义,希望在这个问题上作一些积极的探索,为解决中小企业融资难题提供一些新的思路。

Abstract
Small and medium enterprises in China's economic development plays an irreplaceable role, its industrial development and economic prosperity of a great contribution. However, financing has e a bottleneck restricting the development of SMEs, SMEs do not solve the financing problem, Congress on the full realization of the objectives of a well-off can not be achieved, we must give adequate attention to this issue. Corporate finance business in itself difficult to mainly financial mechanisms ,three levels of reasons for the Government, through the development of appropriate countermeasures: to accelerate the development of enterprises, and effectively improve profitability and enhance their own sense of credit, and strive to expand the financing channels and methods; financial institutions should actively make innovations in mind, the gradual elimination of small and medium-sized financial inhibit the establishment of multi-level credit guarantee system; government policies to improve the laws and regulations, increase the enterprise system to support the efforts and financial support. This is what I have selected the subject fun and practical significance, I hope on this issue for some positive exploration, in order to solve the financing problems of SMEs to provide some new ideas
