地方政府投融资平台企业是我国应对国际金融危机冲击下,一个非常活跃的投
融资主体,是我国宏观调控的一项重要举措,其快速发展得益于政策环境和市场条件
支持。地方政府投融资平台企业在经济建设中发挥了积极作用,能够推动地方经济发
展,配合国家宏观调控政策,统筹协调政府的基础设施建设职能,整合公共资源,为
地方基础设施建设提供资金支持,有助于控制政府投融资风险和进一步明晰政府定
位、推进政府职能转型。地方政府投融资平台企业具有特定的运作模式,由政府直接
监管,商业模式政策敏感性较强,着力于构建直接融资和间接融资相结合的融资渠道,
并对建设项目实施分类管理。同时,地方政府投融资平台企业也存在着债务风险突出,
监管法律法规还不够健全,管理欠规范等弊端,应当对其加强管理。本文以某省级
投融资平台企业为例,分析了企业的总体现状。

Abstract
Investing and financing platform enterprises of local government are active power in
dealing with the impact of international financial crises and important measure of
macroeconomic-control. Their rapid development profits from both political environment
and market conditions. Investing and financing platform enterprises of local government
have played positive roles in economic construction by accelerating development of local
economy, cooperating with macro policies, harmonizing the governments’ functions of
infrastructure construction, making best of public resources, supporting local infrastructure
constructions, controlling investing and financing risks of governments, making clearing
the orientation of local governments and boosting their revolutions. Investing and
financing platform enterprises of local government have special operating models with
supervising by government directly, sensitive business model to policies, building up both
direct financing channels and indirect financing channels and managing projects by
classification. In addition, investing and financing platform enterprises of local government
have the problems of debt
