摘要:mon-Pool Resources,CPR)
作为区域要素禀赋的管理和利用具有重要意义。本文主要回顾了四类文献,分别是 CPR 自主
治理理论相关文献、CPR 产权形式和管理体制演变研究相关文献、CPR 利用成功的影响因素
研究相关文献和应用数据包络分析方法测度公共资源配置效率相关文献。通过这些文献综
述,实质上集中探讨了两大类焦点问题:一是 CPR 管理体制与生俱来的政治色彩以及体制施
行与人类实际行为的偏差,二是 CPR 利用效率(或管理绩效)的定量测度与评价。这两方面
问题的解决构成了有效利用 CPR 这一类重要的区域要素禀赋的关键,是保障区域经济可持续
发展的体制与方法上的重要举措。本文提出这两类焦点问题,论述了解决它们的必要性和紧
迫性,并提供了解决的明确思路,以起到借鉴与指导作用。

Perspective of Regional Factor Endowment

Abstract: I It is of vital importance to study the administration and utilization mon-Pool
Resources (CPR) as the regional factor endowment in the theoretical framework of regional
economic sustainable development. This paper mainly reviewed four kinds of literatures, that is,
CPR autonomous administration, evolution of CPR property right forms and administrative
institutions, factors impacting on the ess of CPR utilization, and measurement of allocative
efficiencies mon resources using Data Envelopment Analysis (DEA). By means of
reviewing the above literatures, it focused on two significant academic issues essentially. One is
the inherent political nature of CPR administrative institutions and the gap between the institution
enforcement and the actual human behavior; the other is the quantitative measurement and
analysis of the efficiency of CPR utilization (or in other words, CPR administrative performance).
The effective resolution of the above two issues is critical to making full use of CPR, the
important regional factor endowment, and also important institutional and methodological
approaches to regional economi
