中国通信制造业“走出去”战略研究

提要
中共十六大提出的实施走出去战略的发展方针为中国企业的跨国经营指明了
方向本文关于中国通信制造业走出去战略的论述在产业集群理论企业战略管
理营销管理等理论指导下结合国内通信制造业的现状而提出的
以手机产业为例作者从通信制造业实施走出去战略的战略意义和实施的基础
来分析和论证了上述论点战略意义包括有利于提升国家整体竞争能力促使产业升
级国内严重供过于求出口可以转移过剩的产能手机等产业进入成熟期出口可以
延长生命周期产品有特色出口可以享受比较优势和规模经济效益实施走出去
战略的基础包括跨国公司进行产业转移到中国有利于国内制造企业技术进步国际
市场广阔对于中低档产品需求旺盛企业市场前景光明国内制造企业许多产品技术
日趋成熟具备进入国际市场的条件
针对通信产业需要互通互联的特殊性作者运用波特的五力竞争模型 SWOT
理论和产品生命周期理论分析了在执行上述战略时企业所面临的特殊行业竞争环境分
析了企业要顺利实施走出去战略必须克服的现实障碍包括市场准入壁垒产品
自身的风险创新能力约束质量问题人力资本瓶颈
根据上述的分析研究作者对通信制造企业可以采用的若干走出去的战略选择
进行了总结提出如下建议企业经营战略的制定高效产业集群的培育公司治理结
构的完善研究开发力度的提高

Abstract
The developing strategy of the implementation of “Go out of China”, which es a
guidance for the globalized operation of domestic enterprises, has been put forward by the
16th Delegation Conference of munist Party. The argumentation in this thesis –
advocating domestic munication manufacturers to “Go out of China”, is brought
forward by virtue of the theories of industrial grouping, enterprise strategic management and
marketing management, bined with the status of domestic munication
industry.
Take cell phone industry as an example, the author analyzes and reasons the proposition
from the angles of the strategic significance and implementation background of the strategy.
The strategic significance includes: It benefits to improve the petence and
upgrade the industry; since the domestic provisions exceeds the demands, export is needed to
transfer the extra production; industries such as cell phone ing into a mature period,
export could expand their life circle; the export of special products parative
advantages and scale economic profit. The basis of the implementation of the strategy
includes: the globlized enterprises could transfer the industry into China, what is benefit to the
