摘要
随着近几年来我国电子商务的不断发展、完善,城市化、信息化进程的日益加快,城市规划、建设、行政管理与服务方式急需变革,运用科学、整体、系统的思想来营造现代化城市已成为时代的必然。这样也为城市规划建设与行政管理工作提出了更高的要求:由于近几年城市建设的迅猛发展使得在城市规划建设与行政方面发生了许多变化,政府应如何有效的利用已有的电子商务信息资源来提高城市规划与行政管理的水平,对与城市规划相关的各类信息及时地、准确地进行整合,加强城市规划工作效率,满足城市可持续发展、市场经济和建设现代化已成为城市规划领域在信息化建设进程中面临的普遍问题。如何科学的运用电子商务来解决行政方面的这些问题,也就被提到了议事日程上来。本文是基于电子商务网络环境从城市规划信息系统的整体思路出发,以鞍山市规划局规划综合处为例,进行了探索和实践。

Abstract
Along with our country merce unceasing development, the consummation, the urbanization, the information advancement day by day speed up in the last few years, the urban planning, the construction, the administration and the service way urgent need transformation, using the science, the whole, the system thought builds the modernized city to e the time the necessity. Like this also set a higher request for the urban planning construction and the administration work: Because the urban construction swift and violent development caused in recent years in the urban planning construction and the administrative aspect has had many changes, how the government should the effective use have the merce information resource enhances the urban planning and the administration level, to with the urban planning related each kind of information carries on the conformity promptly, accurately, strengthens the urban planning working efficiency, satisfies the city sustainable development, the market economy and the construction modernization has e the urban planning domain the universal question which faces in the information construction advancement. How to use merce scientific to solves administrative aspect these problems, also on was mentioned the es up. This article is embarks based on the work environment from the urban planning information system overall mentality, take Anshan plan bureau plan synthesis place as the example, has carried on the exploration and the practice.
