电力工程总承包风险探讨
摘要
电能作为一种绿色的二次能源,已广泛应用与工农业及各行各业生产和人民生活息息相关的中各个领域之中,对促进国民经济的可持续发展和改善人民生活起着无可比拟的作用。随着业主们的要求和电力建设需求的增加,电力工程总承包的项目呈日渐增长之趋势。近几年来,越来越多的电力设计、施工企业都开始承担电力工程总承包项目,它们不但在国内开展总承包业务,而且在国外也承担了大量的总承包项目。特别是在电力紧缺的东南亚国家,业主更愿意采取EPC总承包模式。由于在电力工程总承包项目中,承包商需要承担极其复杂的各种风险,且国内大多数电力总承包企业规模不大、实力有限、经验欠缺,往往很难胜任,尽管有时也完成了总承包项目,但所得到的收益却少之又少,或者遭受了较大的损失。本文在分析电力工程总承包的特点、基本模式及范围、风险识别过程的基础上,研究了电力工程总承包中主要存在的风险,对电力工程总承包的风险评价与控制进行了论述,客观分析了工程中所存在的风险。在国内的电力工程总承包项目中,政治(政策)风险是一个非常重要的因素,特别是环保要求和拆迁政策对工程项目的实施起着决定性的影响;而在国际工程实践中,自然条件风险、施工方法风险和合同风险则是总承包商必须认真对待的风险因素。通过本文的研究,旨在探讨在当前的政治环境、市场环境和人文环境下,电力工程总承包商可能会遇到的多种风险,为总承包商进行风险管理积累一些经验。

Risk of electric power project contract
ABSTRACT
As a green secondary energy,electricity has been widely used in many fields of production and people's plays an increasingly important role to promote economic development and improve people's with the desire of employer and the demands of electric power construction is increasing, the electric power projects of engineering general contract is going up. In recent years, more and more electric enterprises of design or construct begin to take on the engineering general contract of electric power projects, they not only develop general contract operation of domestic, but also bear lots of general contract projects of overseas, especially in south-east country which need more electric power, the employers are glad to adopt the general contract mode. In the ngineering general contract of electric power projects, due to the employer has to bear various plicated risks, and most of domestic enterprise taking on general contract project of electric power, which are small scale and limited strength and little experience, have difficulty in finishing projects, although they plete the projects, they acquire little profits or suffer a lot of loss.
