摘要:国家煤矿安全生产状况总体形势趋好趋稳,但百万吨死亡率、死亡人数仍然较高,分
析事故发现安全管理制度有效性存在问题。为深入评价煤矿安全管理制度有效性,运用文献
分析法重新界定了煤矿安全管理制度相关概念,提出其有效性内涵,并回顾了相关评价研究
现状,发现从企业管理角度对煤矿安全管理制度有效性的评价研究较少;通过文献研究,提
出了基于制度过程视角的制度有效性概念模型,基于此,组织专家小组讨论和小样本调查,
首次构建了煤矿安全管理制度有效性评价指标体系,包括制度制定、制度执行和制度完善 3
个二级指标,经营者对制度制定的重视、制定者构成、执行前的学习培训、执行中的监督、
奖惩、沟通反馈机制和制度评估与修订等 20 个三级指标,最后运用层次分析法给各指标赋
于了相应权重值。

Abstract: The overall safety status of National coalmine production is getting better and
stabilization, but the deaths of coalmine accident and mortality rate of one million tons is still
serious, by analyzing the accident, we found that the safety management institutional effectiveness
had some problems. To evaluate the effectiveness of the management institution in-depth, this
paper redefined the concept of coalmine safety management institution by literature, put forward
its effectiveness connotation, and reviewed the status quo of evaluation, found fewer evaluation
studi
