FOREWORD
This report was prepared by The Boston Consulting Group in a six week period during
November and December 2002
We missioned by CANEGROWERS to
• Conduct an analysis of current regulations and industry practices, especially, but not
exclusively, in the areas proposed for study by the governments’ MoU, including the
benefits to growers of the present system, limitations of the present system,
especially with respect to innovation, and the need for changes in the Act to
ameliorate the present system
• Identify issues relating to the single desk approach
- possible changes and mechanisms for change including domestic
deregulation
- impact of these changes on growers
Our approach involved five steps
• Developed a ‘baseline’ of information on the industry’petitiveness and
innovation
• Identified the range of opportunities that could significantly increase industry returns
• Interviewed industry participants to collect arguments as to how the Act prevents
realisation of the opportunities
• Assessed these arguments by reference to actual industry economics and case
studies from other agricultural industries and ensured the likely costs and benefits of
deregulation
• Identified potential ‘pathways’ for changes to industry regulation and the likely
benefits as well as costs and risks
