摘要: 我国地法律规定中标人按照合同约定或者经招标人同意,可以将中标项目地部分非主体、非关键性工作分包给他人完成,而接受分包地人应当具备相应地资格条件,,分包现象普遍存在,如何在合法地情景下进行分包,,从业主单位管理职责、分包商市场准入、分包合同管理、分包商监督管理和分包培训等方面对水利水电工程分包进行了探讨,为我国水利水电工程分包商管理提供指导.
Abstract: The law of our country stipulates that the winning bidder, in accordance with the provisions of the contract or by the consent of the tenderee, can subcontract the winning project and non-critical work to others plete. The subcontractors shall have the corresponding qualifications and cannot subcontract it again. In water conservancy and hydropower engineering construction, subcontracting is mon phenomenon. How to carry out the subcontract in legal situation and manage the subcontractors is crucial to the goal of construction of the project. This paper firstly discusses the basic principles of water conservancy and hydropower subcontract management, then carries on the discussion from the management responsibilities of the owner, market access of subcontractors, subcontract management, the subcontractor supervision management and subcontracting training, providing guidance for the subcontractor management of the water conservancy and hydropower engineering.
