摘要
能源管理体系建立的目的是降低能源消耗、提高能源的利用效率,利用系统的思想
以及过程的方法针对在组织活动等其他方面中的能源使用或能源消耗情况,进行全面的
管理,以达到其目的。能源管理体系的建立将推动和促进企业增强节能意识,提高企业
的能源管理水平,达到节能减排的目的。构建能源管理体系,合理规划能源管理的工作,
对促进企业节能减排、实现企业效益和效率的提升,具有重要的意义。
本文首先对相关领域的国内外研究现状进行了总结分析,介绍了能源管理的相关理
论,然后对华兴公司能源管理现状进行了解分析。在此基础上,制定华兴公司的能源管
理制度、建立能源管理的组织;设计能耗管理,分析华兴公司能耗管理现状,从能耗规
划、能耗监控和能耗绩效评定这三个方面进行设计;在能源管理过程组织中,建立对标
活动指标体系,建立能源采购与分配组织,建立能源设施设备管理体系,来提高能源的
利用效率,研究生产系统优化方法、能源综合利用方法;针对华兴能源现状的特点,研
究能源控制管理,包括全过程控制管理、能源统计管理、能源审计管理、能源 PDCA 管
理组织。

Abstract
Energy management system to reduce energy consumption and improving energy
efficiency,in order to solve anization activities, products and services of the energy use
or energy consumption, use system of thought and process method, in clear objectives,
responsibilities, procedures and resource requirements on the basis of overall planning,
implementation, check and improvement, high efficiency and energy saving products,
practical energy conservation technology and method and the best management practices as
the foundation, reduce energy consumption, improving energy management
system will promote the establishment of the enterprise to strengthen and promote energy
conservation consciousness and improve energy management level, and achieve the purpose of
