摘要:建立水利水电工程诚信体系,是加强水利水电运营管理、规范经营活动,确保水利水电工程长期发挥效益及可持续发展的关键因素。我国水利水电工程建筑相对发达的国家比较晚,以此造成诚信意识淡薄,缺信行为较多。因此水利水电工程必须以相关法律法规为保障,建立完善的水利水电工程诚信体系,从而形成诚实守信文明的水利水电工程市场氛围。

Abstract: Water resources and hydropower engineering honesty system, strengthen the operation and management of water conservancy and hydropower, and regulate business activities, and to ensure the long term benefits of water conservancy and hydropower project and a key factor in sustainable development. Developed countries in China's water conservancy and hydropower engineering and construction is relatively late, and this caused the weak awareness of integrity, the missing letter behavior more. 近年来随着国家相关部门对水利水电工程诚信管理体系有关规定的出台,对水利水电工程诚信体系的建立起到推进作用。然而水利水电工程市场涉及较单一,牵扯经济比较大,可变因素比较多,合同关系较复杂,是交易与生产交织在一起。这些因素的存在,更需要完善相关的诚信管理制度,进一步加快健全水利水电工程诚信体系。
诚信体系是一种主、客体互动关系中的行为规范。它要求真实,信守制定的合约,相互履行对对方承诺的责任。在水利水电工程方面只有尊重和遵守诚信规则,其工程的创造活动才能得到维护,创造力才能得到发挥,水利水电工程市场才能充满活力
