浅谈低碳经济发展对林业的影响

摘
要:低碳经济作为一种新的发展模式,正在国内外兴起。文章分析了低碳经济发展对森林增长、森林可
持续经营、森林认证、林产品贸易、林木生物质能源、林业 CDM 项目、木材产品的使用、林业财政资金等方面
影响。认为这些影响有正面的,也有负面的。分析把握低碳经济发展对林业的影响,将有利于争取林业在低
碳经济中的主动地位,推动林业可持续发展。

Study on the Influence of Low Carbon Economy Development to Forestry
in China

Abstract:Low carbon economy is rising at home and abroad as a new development model. This paper analyses the
influences of low carbon economy development to forest, forest sustainable management, forest certification, trade of
forest products, forest biomass energy, forestry project of CDM, wooden products and forestry budgetary funds.
Those influences may be positive or negative. To hold the influences of low carbon economy development to
forestry, would help to win a passive position in low carbon economy, and push the forestry sustained development.

1 低碳经济的发展,有利于减少对森林的破
坏、提高森林质量,会促进森林面积和蓄积
的增加
森林是陆地上最大的储碳库。据联合国政府间
气候变化专门委员会 估算: 全球陆地生态系
统中约储存了 万亿 t 碳,其中 万亿 t 碳储
存在森林生态系统中(贾治邦,2008)。据专家研究,
全球毁林引起的碳排放从 1850 年的每年 3 亿 t,增
加到 20 世纪
