摘要
在当前开展的新农村建设中,农村居民点、公路、水利等基础设施是新农村建设的重点,发展畜禽、水产养殖等农业项目成为促进经济发展的主要动力。这些工程的建设和项目的实施,在促进农村经济发展的同时,也给环境带来一些消极影响。
本文系统分析了当前南昌市农村环境的严峻形势和新农村建设中存在的主要环境问题,即农业活动对环境的破坏、村镇建设中存在的环境问题和乡镇企业对环境的污染等环境问题。文章分析认为,城乡二元社会结构下的环境待遇不公平、现代生态农业及科技力量薄弱,缺乏有效的环境监管、以及农民环境意识淡薄是造成农村环境污染加剧的主要原因。当前,农村环境保护要放在新农村建设的大背景下,坚持以因地制宜、“三同步、三统一”、符合环境承载力等原则,通过加强农村环境保护科普宣传、发展生态农业和技术创新等对策,才能促进新农村健康、可持续地发展。

ABSTRACT
In the current construction of the new countryside,infrastruetural factors,such as residential area for the country people,road building,water conservancy etc,are the key points of it:raising drove and marine lives etc,and agricultural projects e the impetus that accelerate the development of the , the implementation of these pojects,on one hand , accelerates the economic development, on the other hand brings great pressure on the environment protection.
The paper systematically analyzed the serious situation of the country environment in Nanchang City and four environmental problems that existed in the countryside construction:the pollution caused by the less-development of the country infrastructure;and the environmental pollution brought on by the country on the systematic analysis,this paper pointed out that the unfair environmental treatment under the dual social structure,the scientific and technical strength, the lacking of the effective environmental supervising and managing, as well as the lack of the environmental awareness among farmes are the deep-seated reasons that lead to the country environmental , the country environmental protection should be considered as an important part of the new countryside construction, and should be based on some principles like treating farmers as the princ
