电子政务系统风险评估研究
摘要
电子政务系统实现了政府组织结构和工作流程的优化,提高政府在行政、经济和服务方面的效率,但同时也面临着来自自然环境、物理环境和社会环境等方面的安全风险。电子政务系统一旦出现问题,就会对政府部门和社会公众产生危害,严重的还将对国家安全产生威胁,因此保障电子政务系统安全具有重大意义。
信息安全风险评估作为判定信息系统安全风险的重要手段,在电子政务信息安全保障体系建设中发挥重要作用。电子政务系统的特殊性使其对安全性提出了严格要求,如何鉴别系统的安全风险以防范于未然,其重要性不言而喻。安全风险评估是进行风险减缓的基础,是风险管理的关键过程,本论文通过研究电子政务系统安全风险评估的模型、分析方法,提出具有很强逻辑性和可操作性的评估流程。

ABSTRACT
Electronic government system of anization structure and workflow optimization, improve the government in the administrative, economic and service efficiency, but also faces from the natural environment, physical environment and social environment and other aspects of the security risk. The e-government system if there is a problem, will to the government departments and the public harm, serious will also posed a threat to national security, the security of e-government system security is of great significance.
Information security risk assessment as a judgment of information system security risk important means, in the e-government information security system play an important role in. The e-government system for the particularity of the safety put forward strict requirements, how to identify the system security risk to preventive, its importance is self-evident. Security risk assessment is the foundation for risk mitigation, risk management is the key process, is proposed in this paper this paper studies the e-government system security risk assessment model, analysis method, and has the very strong logic and operable evaluation process.
