摘要:证券行业发展起初阶段,以营业部为核算主体的分散式财务管理模式是证券公司的首选。但是随着证券市场逐步发展,从新兴走向成熟,证券公司规模不断发展壮大,分散的财务管理模式越来越不能适应公司管理和风险控制的需要。恰当的集权与分权相结合既能发挥总公司财务调控职能,激发分公司的积极性和创造性,又能有效控制经营者及分公司风险。那么如何把握其中的“度”,则是一大难题。本文通过对中航证券有限公司财务管理体制的研究,探讨集中财务管理在中航证券西安营业部的应用。跟大部分证券公司一样,中航证券公司成立初期采用的是分散式财务管理模式。随着证券行业的发展,分散的财务管理模式不能适应公司管理的需要,中航证券公司采用了集中财务管理模式。中航证券西安营业部建立健全了财务风险控制体系,实行财务主管委派制,实现目标管理,强化考核指标体系、资金管理完善了财务报告信息系统。但在实施的过程中没有把握好“度”,遇到了一些问题。比如,财务组织与决策体制僵化,财务管理信息系统支持不够,营销人员薪酬制度不合理,财务部门组织分散,财务人员素质低等。针对这些问题,提出了科学设计财务决策程序,加强信息化建设步伐,改善财务人员薪酬管理体系,提高财务人员素质等优化方案,从而加强企业管理,降低企业经营管理风险,增强企业经济效益。
