Abstract plex system theory as the core ideology we analyze plexity from cooperation process,
system structure and external environment of the university-industry-science partnership and describe its systematic
,
characteristics and general evolution law. Finally we construct the e distribution mechanism for the
university-industry-science partnership by using the maximum entropy principle. As a result, this method is more
accurate and applicable and can ensure the system’s stable operation and smooth evolution when the random
variables are most uncertain.
