摘要
中国经济发展正处于转型阶段,农村经济发展的成败关系到改革的成败,而农村发展的核心问题在于生产的效率和分配的公平两方面的协调,发展小额信贷可以同时达到这两个目的。农村小额信贷自1993年推出后在农民融资中方面发挥了重要作用,但也存在着一些制约因素。我国广泛实施农村小额信贷这一策略选择,对我国农村乃至整个农业的发展都具有重大的意义。本文以乐至县为例,提出农村信用合作社向当地农民发放贷款过程中存在的问题,并对这些问题提出了解决建议,希望有助于促进乐至县小额信贷在农村的良性发展。本文在分析我国农村小额信贷发展现状的基础上,找出农村小额信贷发展中存在的问题并提出相应的对策。

ABSTRACT
China's economic development is in transition, the ess or failure of the rural economic development related to the ess or failure of the reform, and the core of the rural development problem is that the efficiency of the production and distribution of the two aspects of the fair, the coordination of the developing small credit can achieve at the same time these two purposes. Rural microcredit since 1993 after the launch in farmers in financing has played an important role, but there is also some restricting strategy choice that our country extensively implements the rural micro-credit has great significance to development of our rural even the whole agricultural. Taking Lezhi as an example, this paper poses problems that exist in the course of rural credit cooperatives granting loans to local farmers. And based on these problems, the paper makes some suggests of solution, hoping to bring some assistance to development of micro-credit in Lezhi. Based on analysis of the rural microcredit based on the development of the rural micro credit, and find out the problems existing in the development of and put forward the corresponding countermeasures.
