随着现代工业的飞速发展,其对周边环境的污染也日趋严重,严重了影响经
济和环境的协调发展,人们对项目建设之前的环境评价工作也越来越重视。环境
评价可对建设项目的经济效益与环境效益进行协调,使经济建设和环境保护协调
发展。
本文阐述了模糊数学法的基本原理,以川化天瑞有限公司马边磷矿采选工程
项目为例,采用模糊数学评价法和单因子指数评价法对矿区地表水和大气环境质
量现状进行了评价。结果表明:矿区地表水环境质量较好,均符合Ⅲ类水域标准;
大气环境质量良好。模糊数学评价方法能够较好的解决由于不确定性造成难以确
切表达的模糊问题,可弥补单因子指数评价法的不足,更真实客观地反映环境质
量现状。
本文的评定结果为政府决策部门对矿山环境的监督管理提供合理的基础数
据,具有重要的理论和实际指导意义。

Abstract
With the development of modern industry,the environmental pollution caused by
construction project e more and more serious, it directly affects the developme-
nt among economy and environment. There is a growing emphasis on environmental
impact assessment work before the construction project. Environmental impact
assessment of construction projects can coordinate and mediate economic and
environmental benefits, to find out a method that makes economic development and
environmental protection coordinated development.
In the modern industry, the development of mineral resource is playing vital role
in the national economy and the social development; the development and utilization
of mineral resources, largely to promote the national economy. As the scale and extent
of mineral resources development continues to expand, and that the environmental
problems are more acute. Therefore, how science and rational analysis on the mine
environmental issues, is premise to prevent environmental problems.
In the case study on Phosphorus mining project of Sichuan chemical works
group in Mabian, there is an emphasis on evaluation of item regional environmental
air and surface water quality application of prehensive evaluation method
and index method. The result prove: air and water quality is good throughout the
project pared with the index evaluation method, prehensive
evaluation method for dealing with the uncertainty and ambiguity is useful, it is a very
good make up for the disadvantage index, and
