摘要
风云一世的袁世凯在中国近代历史的发展中曾对社会发生过深刻的影响。军旅出身
的袁世凯能够在历史的机遇面前顺势而为,凭借着自己的管理才干,踏上仕途的路程,
而直达权利的顶峰。正是这样的历史性机遇,使得袁世凯能够根据社会的实际状况,在
中国的近代教育方面有所建树。其教育活动主要集中表现为早期在军队的军事教育活动
和晚期在晚清新政时山东与直隶地区的教育改革。在军事教育上兴办新式军事学堂、训
练新军、进行军制改革、建立巡警制度、开展军事留学教育;在普通教育方面倡导废除
科举制度、兴办新式学堂、广设师范;在教育管理方面创立起近代的地方教育行政管理
体制、制定出系列的教育法规、组织编写统一的教科书、创设年功加俸法;在社会教育
方面重视国民教育、成立通俗教育研究会、设立图书馆与讲演所等。袁世凯这些教育思
想及所进行的教育实践活动,构成了袁世凯个人政治生涯的重要内容。
袁世凯在中国近代教育改革中所创设的巡警制度、地方教育行政管理体制、讲演所
等都具有开创性与前瞻性,其新政教育所取得的成效也十分明显。袁世凯对于中国的近
代教育改革既是积极的参加者,也是教育活动的积极推动者,他在当时所开展的教育活
动在全国起到了先锋军的表率作用。但袁世凯的教育思想与教育实践因受时代的局限与
个人晚节不保的影响,也不可避免地带有复古尊孔的封建性与盲目西化的依赖性的烙
印。
