在城市化进程日益加快的今天,开展城市建设用地集约利用潜力评价,有助于改变城市建设用地粗放利用的现状,提高土地利用效率。同时在评价的基础上对在土地资源集约利用条件下建设用地的客观需求进行数量和结构上的预测分析,使建设用地指标的分配趋于合理,实现土地资源的优化配置,可以促进城市土地利用方式由外延扩张向外延扩张与内涵挖潜相结合转化,为城市总体规划和土地利用总体规划的编制提供科学依据,这对加强政府对土地市场的宏观调控作用有着重要意义。
该文以临沂市为典例,从其建设用地现状入手,对其现状集约利用情况进行评价,并与其他城市的集约利用情况进行比较。然后从建设用地的多方面进行粗略分析,得出大致结论后,通过对临沂市城镇用地、农村居民点用地、独立工矿用地等各类城市建设用地的潜力测算,明确得出临沂市建设用地集约利用潜力巨大,最后提出了提高临沂市建设用地集约利用潜力的措施。
