摘要:云南省以其得天独厚的气候条件和丰富的生物多样性资源,被中国政府选定为“林业碳汇”生态项目试点地区。本文分析了云南省森林碳汇生产潜力及其价值、开展森林碳汇项目所面临的诸多制度缺陷,进而从为实施林业CDM项目提供保障和利用CDM规则思路加速生态环境建设的两个角度出发,提出制度体系的建设思路。

Study on Institution of Forest Carbon Sequestration Trade in Yunnan Province

Abstract: Yunnan Province was designated by Chinese government as an important trail area for conducting forestry carbon sequestration ecological program because of its parable climatic conditions and rich resource of biodiversity. The potential of forest carbon sequestration and its value in Yunnan Province and the institution lacking problems from initiating to plishing process of forest carbon sequestration programs in Yunnan Province were analyzed. The approaches to construct institution system for forest carbon sequestration trade in Yunnan Province were proposed starting from two aspects, ., providing policy insurance for implementation of forest CDM programs, and promoting the building of ecological environment through making use of the ideology of CDM regulations.
