南昌铁路局调车作业事故防控研究
摘要
调车工作是铁路运输生产的重要组成部分,是实现列车编组计划﹑列车运行图﹑加速车辆周转、完成运输生产任务的重要环节。而中间站调车作业安全是铁路安全关注的重点﹑难点。目前铁路中间站调车作业安全管理中还存在管理和落实脱节、部分规章制度修订不及时、设备投资和维修费用不足等问题。为此,提出以长效机制为切入点、以完善规章制度为基本点、以提高人员素质为关键点和以强化设备质量为根本点的建议对策。本文通过对影响铁路中间站调车安全稳定的“三大因素”(设备、制度、人员)相互关系的探讨,分析影响调车安全的不稳定因素,提出保障调车作业安全的相应措施。

Summary

Toward thisend, an entry point to long-term mechanism to improve the rules and regulations as the basic point, in order to improve the quality of personnel for the key points and to strengthen the quality of the equipment proposed for the fundamental point response.
