摘要:化工厂生产过程中所产生的危险化学物质,具有容易发生火灾爆炸、泄漏中毒事故的特点。为了防止事故扩大,减轻事故所造成的人员伤亡、财产损失和环境破坏,维护社会稳定,对西安化工厂事故应急救援系统进行研究。首先分析西安化工厂中存在的危险危害因素,根据分析结果进行危险源辨识,并确定其危险等级。其中氢气、三氯化氮、乙炔、二氯乙烷、己酯在安全系统失灵、失效和储存或使用不当时会发生火灾爆炸事故,而氯气、液氯、液氨、氯化氢、氯化汞、氯乙烯、过氧化物泄漏时会发生人员中毒事件。在此基础上编制了西安化工厂综合应急救援预案、危险化学品和火灾爆炸的专项应急救援预案,以及预案的演习方案。西安化工厂事故应急救援系统的研究,能够增强作业区的应急反应能力、应急处理能力和协调作战能力,在发生事故后能积极响应,对降低事故的危害程度有指导意义。该应急救援预案对化工厂事故应急救援工作具有一定的参考意义。

Abstract:Chemical produced in the production process of dangerous chemicals, with prone to fire and explosion, leakage poisoning accidents characteristic. In order to prevent the spreading of the accident, reduce the accident caused by casualties and property loss and environmental damage, maintaining the social stability, research on the Xi'an Chemical Plant accident emergency rescue system. First analysis some existing dangerous factor in Xian Chemical Plant, than begin hazard identification on the basis of analysis result, lastly determine the dangerous level. Hydrogen, three chlorinated nitrogen, acetylene, dichloroethane, EH in the security system failure as well store or use not at that time occur fire and explosion, and chlorine, liquid chlorine, ammonia, hydrogen, chlorinated mercury, vinyl chloride, peroxide leak occur personnel poisoning. or hazard identification, On this basis, compiled Xian Chemical prehensive emergency plan, dangerous chemicals and fire explosion special emergency rescue plan, and prepare exercise scheme, this research strengthen the emergency response ability, emergency response capacity and coordination bat capability in the operation area, to respond positively in the event of accident, it is instructive to reduce accident harm degree. The emergency rescue plan have certain reference significance to chemical accident.
