摘要:随着事故的频频发生,事故灾难应急救援变成一个热点话题。当事故不可避免时,有效的应急救援行动是惟一可以抵御事故灾害蔓延和减缓灾害后果的有力措施。通过对应急救援体系的概述,了解应急救援的基本术语与急救援的直接、间接功能,确定急救援的任务、特点、特性和应急救援的体系结构,掌握应急救援系统的编制步骤与注意事项。研究了延长石油集团责任有限公司钻井工艺,系统的分析石油钻井工艺的流程和特点。从人、物、环境和管理等四个方面讨论钻井过程中的不安全因素,设计延长石油集团责任有限公司钻井事故灾难应急救援预案。设计中,根据单位构成设定了钻井事故灾难应急救援系统构成框架,确定各级应急救援中心任务与事故灾难救援各部职责,明确事故应急报告程序、事故后的恢复与重建、事故应急保障所需物资与灾难应急救援预案的管理和修订。

Research on Accidental Emergency Rescue System
for Drilling Disaster in Yanchang Oilfield
Abstract: With the frequent occurrence of oilfield accident, emergent accidental disaster rescue e a hot topic. When the accident is inevitable, effective emergent rescue action is the only powerful measure that can resist accidental disasters and slow the spread of disaster consequence. Based on the overview of emergent rescue system, we can understand the basic terms and direct, indirect functions of emergent rescue, determine the urgent rescue mission, characteristics, features and emergent rescue system structure, and grasp the preparation steps and precautions of emergency rescue system. By studying the drilling technology, analysis of oil drilling technology process and characteristics system of Yanchang pany, this paper designs the safety factor drilling accident disaster emergency plan from four aspects of people, goods, environment and management well drilling process According to the constitution of pany, the design sets the emergency rescue system structure of drilling accident, determines the basic task of every relief centre and accident duties of disaster branch, clarifies accident emergency reporting procedures, the recovery and reconstruction after the accident, and accidental emergent safeguard materials needed for emergency rescue and disaster management and revision.
