基于过滤理论的城镇住房保障研究

摘要:
文章研究了住房梯度消费理论和过滤理论,基于过滤理论构建了城镇住房市场供应与保障相结合
的多层次住房供应体系;市场化供应解决 80%的家庭所需住房,社会保障性住房解决 20%的最
低收入和低收入家庭的住房问题,实行多层次多样化的住房保障方式;提出非盈利性机构——
住房保障中心专门负责住房保障工作,确保住房保障正常运行;最后建议住房保障货币化补贴采
用非现金发放模式。

Abstract: This paper studies the theory of housing gradient consumption and housing
filtering, and designs the frame of multilevel urban housing supply of market and security.
mercial housing market supply the houses of eighty percent of families, and the
social security housing supply the houses of low e family, . twenty percent of family.
Housing security is a mode of multilevel and diversification. The authors of this paper propose
that housing security work is charged by non-anization named as center of housing
security, which ensures that housing security is running normally. At last, this paper suggests
currency subsidies of housing security use the form of non-cash ration.
