新时期我国农田水利存在

摘要:进入新世纪以来,我国农田水利出现了一些新情况、新问题,要求建立农田水利发展新机制。在简要分析
我国农田水利发展历程的基础上,总结了新时期农田水利面临的主要问题,从财税政策、劳动力配置、法制环境、
工程技术、土地经营制度等方面剖析了问题产生的原因,并从农田水利工作方针、管理体制、投入责任、统筹机
制、能力建设、法规建设等方面提出相应对策措施。

Abstract:Into the new century, new situations and problems appear in China’s irrigation and drainage, which calls for the
new mechanisms for the development of irrigation and drainage. This paper briefly analyzes the development course of
China’s irrigation and drainage and summarizes the major problems of the irrigation and drainage in the new period.
Accordingly, this paper analyzes the causes of the new problems from the aspects of fiscal policy, labor allocation, legal
environment, engineering technology, land management system and so on, and proposed the corresponding countermeasures
using the approaches of working principles, management system, investment responsibility, co -ordination mechanisms,
capacity building and legislation.
