准格尔旗农村留守老人养老问题研究

摘要
近年来,我国农村留守老人数量大幅增加,子女外出务工,代际空间距离的拉大,大大弱化了传统的家庭养老功能,导致子女对农村留守老人在养老方面照顾不周,造成留守老人养老问题突出。因此,调查农村留守老人的养老生产生活现状,分析留守老人养老面临的问题,找出造成农村留守老人养老问题的成因,探索解决农村留守老人养老问题的对策,这既关系到农村留守老人晚年的健康和幸福,又关系到我国能否成功应对老龄化问题及新农村建设的成败,对于构建和谐社会,推进农村社会安定团结具有重要的意义。
本文以内蒙古鄂尔多斯市准格尔旗沙圪堵镇石窑沟村为例进行分析研究。首先介绍了石窑沟村留守老人的生产生活现状,包括居住分散管理难度大、留守老人的劳动强度较大、留守老人的数量较多、生产生活条件较差、文化生活单调。其次从调查研究的数据分析与阐述了留守老人养老面临的主要问题为经济供养不足、生活照料缺位和精神慰藉缺失。再次探究了造成留守老人面临的养老问题的原因主要有七点:一是特殊的村庄现实使得留守老人的养老困难重重;二是子女进城务工影响传统的家庭养老功能;三是留守老人的故土情结较强烈;四是当地的养老机构模式单一,作用发挥不明显;五是产业结构不合理,城乡发展差距大;六是第三方养老机构发展举步维艰;七是现实社会对传统养老模式冲击增大。最后,根据留守老人面临的问题和分析的原因,并结合当地实际,从七个方面对留守老人养老问题的解决提出了相应的对策。一是加快基础设施建设步伐,提供充足经济保障服务;二是完善地方养老机构,提高养老服务质量;三是新建各类养老机构,充实地方养老服务资源;四是开展留守老人教育,树立新型养老观念;五是创新居家养老模式,凝聚互助养老合力;六是采取多项活动措施,丰富老人精神生活;七是重视传统孝道思想,培育良好文明风尚。
