摘要: 本课题对华北油田任三联合站安全经营和提高本质安全有指导意义,并对联合站事故预防与控制有一定的参考意义。该文论述了国内外安全评价的发展现状以及进行安全评价的目的和意义,以任三联合站的生产过程为评价对象,首先对任三联合站的各个工艺流程进行分析描述。通过查找资料,明确掌握任三联合站内的设施装备的设置,并在此基础上,依据危险危害因素辨识的原则,找出联合站存在的危险危害因素。根据危险危害因素的性质不同,并结合单元划分的原则和依据,将任三联合站划分为管道单元、罐区单元、和安全管理单元三个单元。分别用预先危险性分析法、道化学法和安全检查表法对各评价单元进行了定性的分析和定量的计算,得出了各单元的危险级别和可能造成的损失,并提出了各单元应该主要注意的问题。最后给出制定安全措施的方法和依据,并针对任三联合站存在的问题制定出合理的安全措施,为联合站的安全管理提供了有益的帮助。

Research of Safety Evaluation for
Rensan Multi-purpose Station
of Huabei Oil field
Abstract : On this topic, Huabei oilfield as three joint stood safety management and improve the essence, and the safety of guiding significance to the prevention and control of joint stood accidents have certain reference significance. The development of the safety evaluation at home and abroad and the purpose and significance to carry out safety evaluation are discussed in the article . The paper chooses Rensan multi-purpose station for the target of the evaluation. Firstly the various processes of Rensan multi-purpose station are analyzed and described. Through finding information, the settings of the facilities and equipment in Rensan multi-purpose station are clearly grasped. And on the basis, while according to the principle of identifying risk factors, the risk factors existed in the multi-purpose are found. According to the risk factors and principles of units divided, Rensan multi-purpose station is divided into three units: Pipeline Unit, Storage Tank Area of Petroleum Units, and Security Management Unit. PHA, Dow, and SCA are used for each unit, to analyze the unit in quality and quantity. The dangerous level of each unit and its potential loss are got, and the main questions that each unit should be given attention to are proposed. Finally, the method and principle of making safety measures are given. According to the problems existing in Rensan multi-purpose station, the reasonable security measures and contingency plans are worked out,
