摘要
本文综述了国内外消防安全评估的发展和现状,分析了我国城市消防安全状
况。
城市区域消防安全评估是科学有效地进行城市消防规划、部署和消防法规的
制定的重要依据,对于城市建设和社会经济的协调发展具有保证和促进作用。本文
根据城市消防监督检查管理对象自身的特点进行划分,确定了城市区域消防安全
体系的组成。采用层次分析法建立了城区评价体系, 运用判断矩阵法确定评价指标
体系的权重系数,对重要机关,公共娱乐场所,宾馆饭店,商场、集贸市场,学
校幼儿园,高层建筑,易燃易爆场所这七个不同性质单位,进行了消防安全评估,
得到整个城区的消防安全评估。并分析了各场所存在的消防安全问题及相应的对
策。本文还对青白江城区的消防安全布局、消防力量、消防通道、消防给水、消
防通讯等城市消防基础设施的现状进行调查,分析存在的问题,并提出改进措施
和建议。

ABSTRACT
This thesis introduces the development and present conditions of domestic and
international fire safety evaluation, analyzes the city fire safety of our country.
City fire safety evaluation is the basis of scientific fire programming and
of the rules is of great to the
characteristics of the city fire check management, city fire safety evaluation is made
analytical hierarchy process, the thesis builds up city fire safety evaluation
system. Using judgment matrix method, this thesis makes the weight coefficient of the
fire safety evaluation system, which includes the government agency, public amusement
place, hotel and restaurant, market, school and kindergarten, high building, the
inflammable and exploding place such seven units of different property。 In this thesis,
the fire safety assessment is carried out。According to the fire safety assessment model,
fire-safety evaluation of most places on Qingbaijiang city is made and
present problems and its solutions were discussed。The present condition of the city fire
fight infrastructures, such as the fire fight safety layout, fire fight power, fire fight
passage, fire fight water supply and the fire munication and so on,are made in
Qingbaijiang。The existent problems and its measure and suggestions were also
analyzed in this thesis。
