摘要:中国的农业机械化进程由低级转入中级发展阶段,部分发达地区向农机化高级发展阶段迈进,农业机械化成为农业现代化的标志。本文通过荷兰-上海农业设施装备发展的比较,调研总结了荷兰现代农业设施和装备的成功经验。通过比较分析,提出了上海实现农业机械化、自动化和智能化的发展目标:(1)从农业的可持续发展和环境建设需求的高度认识农业设施建设和农业机械化的重要性,长远规划、重点扶持与生态农业发展、环境建设和提高劳动生产率相关的农业设施装备;(2)重点加强种子加工、精准灌溉、精量施肥、农产品无损检测等设备的知识创新与技术研发,为农业产业链和供应链建设提供装备支撑;(3)发挥上海的科技优势和学科集成优势,延续、集聚、有效地加强投入,把智能装备的产品研发与市场培育作为上海服务全国农业的重要战略;(4)通过加强农业机械管理服务与保障体系建设,提高上海农业机械化的创新能力和综合服务水平。

Abstract: In the light of China economy’s increasingly booming, the transformation of China agricultural mechanization development is stepping forward from low level to intermediate level phase. Some relatively developed area such as Shanghai has already started to march towards the high level phase. During this procedure, problems including how to draw lessons from the developed western countries that have abundant experience of agricultural mechanization and how to evolve a distinctive Chinese agriculture mechanization developing orientation have emerged to be a significant concern. This paper presents parison between herlands and Shanghai in the aspect of construction and equipment within agricultural mechanization development. On the ground of parison, four suggestions are given: 1)policy and regulation, 2)knowledge innovation and technique support, 3)product design and marketing, 4)management service and guarantee system.
