摘要
失业是现代经济社会中普遍存在的一种经济现象,随着我国社会主义市场经济体制的逐步建立,失业问题也日益成为我国社会经济生活中的一个具有重要影响的问题,并引起了各级政府和社会民众的普遍关注。失业产生的原因是十分复杂的,失业对社会、经济的影响也是全方位的。我国每年统计的官方失业率并不能真实客观地反应出真正的失业现状。失业保险制度是社会保障体系的重要组成部分,中国的失业保险制度经过多年的发展,已经相对完善,在保障失业人员生活和促进再就业等方面发挥了很大的作用。但是,改革开放以来,随着我国经济体制的转变,国情的转变,失业的稳定性逐渐降低,引起了一次又一次的失业高峰。失业人员的保障存在很多新的的问题,本文根据官方数据,重新对城镇失业人员定义并对失业人数估计,以了解真实的失业现状。然后对失业人员的结构特征、失业造成的影响进行分析,最后根据现阶段失业保障和促进再就业存在的问题,提出一些合理化建议。

Abstract
Unemployment has e a prevalent economic phenomenon in the modern society. As social market economic system in China has built, the gradual establishment of the unemployment problem is also increasingly ing an important problem and drew the government and social people's attention. The reasons of causing the unemployment is plex, not only the historical reasons, but also the construction of the market economy, the unemployment influence that has on society and economic is in all respects .The unemployment insurance system has e a ponent of social security system , after years of development, unemployment insurance system in China has been relatively perfect, and it has played a significant role in the protection of workers' living and promoting re-employment. However, along with changes in China's economic system and the country's transformation, the stability of the unemployment decreased, causing the unemployment peak again and again. There are many fresh issues on unemployed people , this article will focus on China's current unemployment situation, the characteristics of the unemployed, to analyze the impact of unemployment and unemployment insurance under this stage and promote re-employment problems, and also make some rationalization mendations.
