【摘要】: 在贸易自由化进程中,随着各国关税的逐步降低和配额、许可证等非关税措施的不断减少,以环境措施为手段的“绿色贸易壁垒”己成为现行贸易壁垒的主要表现形式之一。目前,包括绿色贸易壁垒在内的技术壁垒已经取代反倾销,成为我国出口面临的第一大非关税壁垒。本文以绿色贸易壁垒理论为基础,以可持续发展理论为指导,以我国的主要出口创汇行业——纺织业为依托,第一部分对绿色贸易壁垒的概念和形成原因进行阐述,并总结了服装出口中绿色贸易壁垒的特点。第二部分运用大量的图表和数据对我国纺织服装出口现状进行分析。第三部分阐述了我国服装出口遭遇绿色贸易壁垒的深层原因,并从正反两方面分析了绿色贸易壁垒给我国服装出口带来的影响。在上述分析的基础上,第四部分结合我国国情,针对我国纺织服装行业如何突破绿色贸易壁垒给出自己一些相应对策和建议。

Abstract: The process of trade liberalization, as countries gradually reduce tariffs and quotas, licensing, and other non-tariff measures continue to reduce, to environmental measures as a means of "green barriers" has e the main performance of the existing barriers to trade one form. Currently, including the green trade barriers including technical barriers have been replaced by anti-dumping, and has e the largest non-tariff barriers facing exports. Firstly, based on the theory of green barriers to sustainable development theory as a guide to China's major export industries - the textile industry as the basis, the first part of the concept of green trade barriers and formation of elaborate and summarized clothing the characteristics of the export of green trade barriers. The second part of the use of a large number of charts and data on the current situation of China's exports of textiles and clothing. The third part discusses the green trade barriers, China's clothing exports suffered the underlying causes, and from both positive and negative aspects of the green trade barriers to the impact of China's clothing exports. Based on the above analysis, the fourth part of the situation of China, for China's textile and apparel industry to break the green trade barriers give yourself some countermeasures and suggestions.
