内容摘要
政府门户网站,作为电子政府提供公共服务的平台和渠道,正逐步成为政府与社会互动的重要方式。它是政府信息公开的媒体、是行政监督的工具,因此网上政府公开在我国各级政府得以推广和运用。政府门户网站建设最能体现政府的信息公开水平。为了深入探讨政府门户网站中信息公开的绩效水平,本文参照国内外对政府网站测评的研究,结合中央部委门户网站的政务信息公开,建立一套行之有效的基于政府门户网站的信息公开绩效评价指标体系。通过这个绩效评价指标体系测量政府门户网站中政府信息公开建设的整体水平以及信息公开的程度。希望能够对我国政府门户网站政府信息公开的建设起到参考和借鉴的作用。
本文分六章展开论述:第一章是引言,介绍研究课题的背景、意义;第二章从政府信息公开的基本内涵、政府网站信息公开的原则和公开范围三个方面介绍政府网站的信息公开;第三章,主要介绍评价指标涉及的基本原则和主要思路,然后构建政府信息公开评价指标体系。第四章,简要讲述政府信息公开的三种测度方法。第五章对省级以上政府网站的政府信息公开建设的现状进行分析,并为促进其更好的发展,提出意见和对策,最后一章是全文总结。

Abstract
The government information portal, as the channel and platform providing public service, has been one of the most important ways of the interaction between the government and the society. It’s the media of the government information disclosure, the tool of the administrative supervision. Information publication online spreads and utilizes in all levels of government in our country. Government portal is a place to fully explain the level of government information public landmark. How to strengthen the openness of government portal’s assessment, to establish a scientific evaluation system to address the development of government websites in the information disclosure problems, has e government information public building can not be ignored. Therefore, this study starts from the status of the government information portal. It builds a set of well-established information portal based on an open government performance evaluation index system. In addition, this study uses the survey form. Through the government portal and the public, wishes to propose some proper suggestions, and takes effect in the construction of the government portal’s information disclosure.
