中文摘要
近年来,随着我国经济社会的迅猛发展,旅馆业原始的店簿登记,人口查询
管理手段日益不能适应新的社会治安形势的繁重需要。公安部把旅馆业治安管理
信息系统建设作为全国“金盾工程”的重要内容予以推广。各地公安机关,结合
本地实际进行了贯彻应用并取得了实效。
本文以旅馆业系统管理为背景,以信息化应用为核心,以信息采集为基础,
从实际出发,力求实效。基于 BS 结构,采用了 JZEE WEB 技术,通过系统建设
方案的实施,努力实现了系统数据采集、数据传输、系统的管理与维护、查询考
核管理功能。
这一系统的广泛应用,改变了传统的工作模式,实现了公安本着对旅客的动
态管理,提高了效率,减少了工作盲目性。系统与人口信息系统(包括流动人口
和重点信息系统)、CCIC 系统(全国犯罪信息中心信息查询平台)、机动车管理
和盗抢信息系统有着密切联系,为公安机关维护社会治安秩序提供了有效的保
障。

Abstract
In recent years, because of the rapid development of society and
economy, the traditional way of register and demographic enquiry in hotel
industry cannot meet the new situation of public security. The Ministry of
Public Security has paid much emphasis on the promotion of the
construction of hotel industry security management information system as
the “ Golden Shield Project”. The public security units in different places
have applied the system bination with the local situation and
obtained positive effect.
The thesis uses the hotel industry management system as the
background, the information technology application as the core, the
information collection as the foundation trying to proceed from reality
and achieve practical effect. Based on the BS structure, using JZEEWEB
technology, through the application of the system construction program, it
achieves the managerial function of systematic data acquisition, data
transmission, system management and maintenance, enquiry and
evaluation.
The wide application of the system changed the traditional work
pattern, realized the
