摘要
随着我国国民经济和社会生产的迅速发展,在国家进一步对三大产业进行换
代升级,产业结构和布局不断调整的大环境之下,我国公路交通运输作为三大产
业发展的基础性运输设施,在未来经济发展中的地位不可小觑,地方政府不断加
大对当地公路养护资金的投入,旨在完善当地公路网络,提高我国公路设施的服
务质量和水平,促进本省与周边省份的区域经济合作发展,所以未来我国地方公
路养护资金的需求也进一步加大,针对其资金使用过程的预算管理也要不断加
强。未来地方政府如何合理配置公路养护资金,并选取适当的预算管理方法对资
金的使用过程进行严格的监管,从而减小资金的浪费和沉没成本,减轻政府债务
负担是我国地方政府公路养护事业单位公路养护资金预算管理监管过程中的重
点。本文主要是以公路养护事业单位预算管理为主线,结合财政部门相关政策改
革对事业单位预算管理的新要求,通过查阅相关文献资料,进行系统分析,采用
规范分析的方法,阐述全面预算管理的概念和理论体系,为我国公路养护事业单
位实施全面预算管理提供一条新思路。本文在阐述了全面预算管理理论及其发展
历程的基础上,通过对公路养护事业单位全面预算管理现状的分析,指出了存在
的问题,讨论了公路养护事业单位全面预算管理的内容及方法,并对实施过程提
出了具体建议,结合国内外公路养护资金预算管研究的先进经验和方法,找出适
合我国公路养护事业单位资金预算管理的方法。
本文旨在通过对我国公路养护事业单位预算管理研究,并借鉴国外发达国家
政府对公路养护资金预算管理的先进经验和相关理论,以及国内研究预算管理方
面专家对事业单位公路养护资金监管方面的建议和意见,找到适合我国公路养护
事业单位公路养护资金的预算管理方案,旨在为未来我国公路养护事业单位预算
管理提供较为合理化的建议和意见。

Abstract
With the rapid development of the national economy and the social production in
China, in the country further upgraded to the three major industries, industrial
structure and layout adjustment under the big environment, the highway transportation
in our country as the basic transport facilities of the three industries in the future, can’t
be status in economic development, the local government has continued to increase
local highway maintenance funds investment, to improve the local work,
improve service quality and level of highway facilities in our country, the promotion
of regional economic cooperation and the province and surrounding provinces of
