摘要
经济发展,社会繁荣与生产力的流动密切相关,其中科技生产力起到了决定
性的作用。尤其是在人类社会步入知识经济时代以后,科技生产力的作用更为突
出。随着知识经济时代的到来,人类社会文明进程不断加速,科技生产力作为生
产力中最核心和最关键的因素,它的所有功能几乎都是通过流动来实现的。本文
重点研究了科技生产力流动、测算及优化问题,试图从理论和实践上引导先进生
产力的建设。
文章分为五大部分,首先,对科技生产力历史沿革做了简要回顾,总结了国
内外的研究现状,对论文的主要研究内容和研究思路作了简要叙述,并分析了本
论文的创新点;第二部分,阐述了科技生产力的基本概念,科学划分科技生产力
流动的构成要素;构建了国家和区域科技生产力控制系统,给出了科技生产力的
测算模型;第三部分,从科技生产力流动的方向、动力、载体、形式、影响等方
面对科技生产力的流动机理、流动效应和流动模式进行了深入的研究,揭示了科
技生产力的流动规律;第四部分,借助物理引力思想,给出了科技生产力的流动
模型;第五部分,基于完美机制,建立以科技要素流动效益最大化为目标,以相
关可用资源、环境承载能力、制度约束程度、生产力水平和科技要素数量等要素
为约束参数的简单线性规划模型,研究一定约束条件下单极核城市网络科技要素
流动配置的最优状态解。
本文首次从定量的角度研究和测算了科技生产力的流动,在理论和实践方面
进行了大胆的尝试和创新。

Abstract
Economic development and social prosperity and is closely related to the movement of the
productive forces, science and technology productivity has played a decisive role. Especially in
the human society entered the era of knowledge economy, the productivity of the role of science
and technology even has e more prominent. With the advent of the knowledge-based
economy era, the civilization of human society continues to accelerate the process, science and
technology productivity as the core of the most critical factors, almost all of its functions are
achieved through the flow. This paper focuses on the flow of science and technology productivity,
measurement and optimization problems, trying to guide the theory and practice of advanced
productive forces building.
The article is divided into five parts, the first part describes the History of Science and
Technology Productivity, summarizing the research status at home and abroad, the paper's main
content and research ideas are briefly described and analyzed in this paper. Innovation section has
also been referred. Part II, the basic concepts of the science and technology productivity have been
