Problems with drugged driving enforcement
Drugs and driving is more difficult than alcohol to enforce for several reasons.
Testing is a blood sample not a breathalyzer. There is not per se limit as with BAC.
There are thousands of drugs, legal and illegal and interactions.
There are seizure plicating the whole issue with drugs.

Reasons for the rampant drug use in our society
Drugs are a part of our society. Most people take some form of a drug on a regular basis. There is a widespread belief that medicine/drugs can solve any problems we might have.
Secondly, there is a disregard of the law by many in our society.
Thirdly, no one thinks it will happen to them. Drug addiction, or even death, happens to someone else.
