党的十七大对发展高等教育事业高度重视,明确提出在社会建设中,要把优先发展教育、建设人力资源强国放在首位。其中对教育工作的论述有两个突出和鲜明的亮点:一是坚持教育的公益性,二是强调加大财政对教育投入。这些对我国高等教育长远发展将具有非常重要的意义。高等学校担负着为国家培养高级专门人才,发展科学技术的重大任务。目前,中国高等教育规模迅速扩张,在校生人数快速增加。而高校基础设施建设却相对滞后,无法满足现有教育事业发展的基本需要。高等教育过急的大众化,加上中国政府金融政策的紧缩使负债累累的高校从银行贷款举步维艰,于是融资租赁成为高校一种新的筹资渠道。然而,如何有效的控制和防范高校融资租赁当中遇到的风险,才是我们现在所需解决的,只有这样才能真正的利用融资租赁这一有效的工具促进我国高校的健康发展。

Abstract
The party congress the development of higher education of career high attention, clearly put forward in social construction, to put the first development education, the construction of human resources power in the first place. Among the education work discusses has two outstanding and distinctive window: one is to stick to education of public welfare, and the second is emphasized to education increase financial input. The higher education of our country long-term development will have a very important significance. Higher school for the training of senior specialized talents for the country, the development of science and technology of the great tasks. At present, China's higher education scale is rapid and outspread, the rapid increase of the number of students. Infrastructure construction in colleges and universities is relatively lags behind, unable to meet existing education of the development of basic needs. Higher education run of popularity, and the Chinese government financial policy tightening make debt from Banks struggling college loans, so the financing lease e the university a new financing channels. However, how to effectively control and prevent university of financing lease risk in, is we are now required to solve of, only such ability is really use of financing lease which is an effective tool to promote the healthy development of China's colleges and universities.
