摘要
城市是一个地区政治、经济、文化的中心。现代城市的发展依赖于城市的建设,宁
夏作为西部城市,正处于经济发展的关键时期,尤其在西部大开发和中国入世之后,
宁夏面临千载难逢的发展机遇。实现城市的可持续发展,利用民族地区优势,建设可
持续发展的生态城市,是宁夏地区建筑业发展的目标。如何抓住机遇、深化改革、转
变经营机制、适应市场经济的要求,使建筑业能够快速、持续的发展是摆在我们面前
的重要课题。对该地区来说,建筑业行业竞争力纵横向分析评价属首次进行专题研究,
因此对该地区自我认识具有重要意义,对政策制定具有一定指导作用。
本文结合宏观经济学、产业经济学、运筹学、统计学知识,将宁夏建筑业发展研
究纳入产业竞争领域进行分析探讨。把建筑业可持续发展与竞争力评价研究方法充分
结合,以波特的产业竞争理论为基础,运用 AHP 法、因子分析法、SPSS 算式、价值
工程技术等内容,通过数据和各种图表工具的使用,建立以可持续发展为前提的建筑
业竞争力评价模型,对宁夏建筑业进行纵横向分析,提出发展对策。
本文首先通过调查弄清宁夏地区建筑业及各职能部门所拥有数据的现状,开展纵
向数据分析;然后从产业经济学角度,分别从生产、市场、技术、资本、环境等角度
进行探讨,论证、筛选出影响建筑业发展的主导因素,提出明确的指标体系,构建基
于已有数据、以可持续发展为前提的地区建筑业竞争力模型,对西部十二省区进行地
区间横向对比研究;通过分析找出宁夏地区建筑业在制度等各方面的障碍和困难,探
索解决这些问题的瓶颈所在;设计有针对性的宁夏地区建筑业现状问题的解决方案及
可持续发展对策,旨在对该地区自我认识及政策制订有一定指导作用。

Abstract
A city is the political, economic, and cultural center of a region. The development of
modern city depends on the construction of the urban. Ningxia, as a western region, is in a
critical period of economic development; it is facing a golden opportunity for development,
especially in the situation of West Exploration and China's entry into the WTO. The goals of
construction industry development in Ningxia are to realize sustainable development and
eco-city by taking advantage of its national and regional superiorities. We face a significant
task — how to seize the opportunity, deepen reformation and transform the operational
mechanism to meet the requirements of the market economy and promote the rapid
development of construction industry. It is the first attempt to study the analysis and
evaluation of petition of the construction industry in Ningxia region from
longitudinal and lateral aspects. Therefore, this should prove useful for the self-awareness of
the region and provide guidance for policy formulation.
