住房公积金制度是我国政策住房金融体系的核心组成部分,其建立的初衷是政府为解决城镇居民住房融资问题,依据政府政令而设立的强制性储蓄基金。经过十几年的发展这一制度对于在民众之中普及住房金融知识、满足部分居民的住房融资需求,发挥了重要的作用。但是在这十几年发展中,我国住房公积金制度逐渐显露出一些问题和缺陷。本文通过对我国公积金现状分析,并汲取美国住房体制的经验,深入分析我国现行住房公积金制度存在的问题,并提出相应的对策,以使住房公积金制度真正成为我国政策性住房金融体系最有效的组成部分。

摘要
住房公积金制度是我国政策住房金融体系的核心组成部分,其建立的初衷是政府为解决城镇居民住房融资问题,依据政府政令而设立的强制性储蓄基金。经过十几年的发展这一制度对于在民众之中普及住房金融知识、满足部分居民的住房融资需求,发挥了重要的作用。但是在这十几年发展中,我国住房公积金制度逐渐显露出一些问题和缺陷。本文通过对我国公积金现状分析,并汲取美国住房体制的经验,深入分析我国现行住房公积金制度存在的问题,并提出相应的对策,以使住房公积金制度真正成为我国政策性住房金融体系最有效的组成部分。

Abstract
System of housing accumulation fund is our policy of housing finance system is the key part, the purpose is to solve the urban residents in housing financing problems, according to government decrees and the establishment of the mandatory savings funds. After ten years of development for the system in public housing financial knowledge, meet popular part of the housing financing needs, people play an important role. But in this ten years development, our Housing accumulation fund system gradually revealed some problems and defects. In this paper, the current situation of China's fund analysis, and learn from the experience of the . housing system, in-depth analysis of the existing housing accumulation fund system problems, and propose measures to enable the housing accumulation fund system truly e a policy-oriented housing finance system, the most ponent.
