内容摘要
工程变更是建设项目合同管理的重要内容,是影响建设项目进度控制、质量控制
和投资控制的关键因素。目前,我国大多数项目的工程变更均缺乏对其技术、经济、
工期、安全、质量和工艺性等诸多因素的综合评审,没能对工程变更方案进行有效的
价值分析和多方案比选,使得一些没有意义的工程变更得以发生,或者是工程变更方
案并非最优方案,造成了不必要的费用和工期方面的损失。由于对工程变更缺乏有效
的评审环节,甚至出现一些错误的变更。加强建设项目工程变更技术经济评价体系的
研究对完善工程变更的评审手段、加强工程变更的管理与控制具有极其重要的科学意
义。本文在系统分析工程变更对建设项目的影响及其国内外研究现状的基础上,运用
文献研究法对建设项目工程变更的形成机理和技术经济评价模型进行了研究。论文通
过针对建设项目工程变更的形成机理研究建立了建设项目工程变更技术经济评价指
标体系,评价指标体系由质量指标、工期指标、财务指标、功能指标、工艺指标和安
全指标这六大指标构成。论文运用了价值分析的评价方法建立了工程变更价值分析评
价模型,还运用了模糊数学原理建立了工程变更模糊综合评价模型,该模型可作为工
程变更价值分析模型(V>1 方案集)的再评价和后续分析手段,可有效弥补专家综合
评分的误差,指标权重采取熵值法予以确定。

Abstract
Construction change is the important content of construction contract management and is the key
factor of in project schedule control, quality control and investment control. At present, majority project
change lacks to its technology in our country, the economy, the time limit for a project, the security, the
quality and technological and so on many factor synthesis appraisals, has not been able to carry on the
effective value analysis and the multi-plans to the project change pared to elects, to enable
some not to have the significance project change to be able to occur, or is the project change plan by no
means synergy, has created the nonessential expense and the time limit for a project aspect loss. Because
lacks the effective appraisal link to the project change, even appears some wrong changes. The paper
study on the form of construction project change and technologic and economical evaluation of
construction project change which based on system analyzing about the influence of construction
