[摘要]本文在分析网络环境下数字教育资源共建共享现状的基础上,分别对资源建设规范、资源内容建设、资源互操作、资源库的管理、运营模式、知识产权、残障用户等问题进行料分析。

[Abstract] This paper addresses the fundamental issues of the resources creation and sharing for educational information in the environment. Based on the analysis of the state of the arts, solutions proposed to solve such issues as standards of the creation, creation of the contents, interoperation of resources, management of the libraries, operation mode, intellectual property ( IP ) and issues related to the disabled users.

1研究背景
随着通信技术的不断发展,教育的信息化也随之飞速前进,网络环境下教育资源的共建共享已经在世界各国陆续开展。美国是世界上网络教育资源最为丰富的国家之一,美国政府、高校和民间组织都为网络资源的建设和使用投入了大量的资金和研究力量,政府组织建设的网络资源多为国家级的大型资源信息中心,其中有代表性的有:ERIC(美国教育资源信息中心),由美国教育部、教育科学院和教育国家图书馆提供支持。FREE(联邦优质教育资源),由50多家联邦政府机构共同合作而建立。另外还有Ohio LINK(俄亥俄图书馆和信息网络), CERES(即教育资源中心项目)等。在美国,学校之间共建共享教育资源也非常普遍,如已引起世界众多国家和大学关注的麻省理工学院的网络课件开放工程(OCW)。
