摘
要
安全是供电企业永恒的主题。安全文化是供电企业文化的重要组成部分与核心
内容。倡导和建设供电企业安全文化,是电力安全生产的治本之策,也是提高供电
企业效益和竞争力,实现企业跨越式发展的必由之路。
目前,尽管供电企业的安全管理已经取得了一定的成就,但人为事故仍时常发
生,尚未真正提升到安全文化管理的阶段。面对电力改革的新形势,供电企业应该
与时俱进,从战略的高度认识企业安全文化建设的意义,并积极探索和创新切合电
力行业特点的安全文化。
本论文采取定量与定性相结合的研究方法,辅以案例实证研究,旨在就供电企
业安全文化的构建与评价的相关理论及应用问题进行探讨。主要研究工作和创新体
现在以下3个方面。首先,供电企业安全文化分析。本文在对供电企业安全文化理论
进行论述的基础上,详细论证了供电企业安全文化的内涵及对应的3个文化层次,分
析了安全文化在供电企业安全生产中的重要作用。其次,供电企业安全文化构建研
究。本文通过对供电企业安全文化建设现状的探讨,论证了供电企业安全文化构建
的主要内容及方法。再次,供电企业安全文化评价研究。本文通过分析供电企业安
全文化构成要素及其相互关系,建立了供电企业安全文化评价指标体系,提出了相
应的评价方法,并以SC供电公司的安全文化建设为例进行了案例研究。
论文最后进行了全文总结,并提出了供电企业安全文化构建与评价研究中需要
进一步研究的问题。

Abstract
Safety has long been concerned by power supply enterprises. Safety culture is the
most important part of power supply enterprises culture, which helps the implement of the
safety of power supply. The advocacy and establishment of safety culture in power supply
enterprises is the essential countermeasure of the safety production of power supply. And
it is also the external requirement of improving effectiveness petence of power
supply enterprises, and realizing a leap-forward development of enterprises.
At present,the safety management in power supply enterprises is going smoothly, but
man-made accidents have not been pletely and the management has not
been upgraded to safety culture management. Confront with the situation of innovation,
the power supply enterprises should keep up with the times, and carry on the positive
exploration and innovation from the point of the strategic development.
The paper adopts the method bining the qualitative analysis with qualitative
analysis, and case stud ies. This paper highlights the discussion on the issues of
establishment and assessment of safety culture in power supply enterprises. Thus it
focuses on following 3 innovations.
