【摘要】环境与发展已经成为人们共同关注的热门话题,其中城市生活垃圾的分类
处理已成为我国实施可持续发展战略过程中必不可少的一个重要环节。深圳作为一个国际性
的花园城市,已经把生活垃圾的分类收集和处理作为城市建设的一项重要措施加以实行。本
文在参考大量文献资料的基础上,论述城市生活垃圾分类收集的重要性,运用实际调研法,
介绍深圳作为试点城市,在生活垃圾分类收集中的具体实施方法,并分析现有方法存在的问
题,此外,还运用比较分析法,通过与日本、德国等国外城市关于城市生活垃圾分类收集方
法和政策的比较,对深圳市未来相关政策的实施提出具体建议。

Abstract: Nowadays, since the environment and development of the city have e a
major social concern, the classification and management of daily waste products has e
the key for further development of China. Shenzhen, being known as an international
environmental friendly city, has chosen to be a test city, which has already treated the
classification and management of waste as an important measure for city development. This
paper mainly stresses on the importance of waste classification and introduces the method of
waste management in Shenzhen city. The problems of the current methods will also be
analyzed. paring different policies regarding the waste management in Japan and
Germany, proposals about the future implementation of policies in Shenzhen city will be
suggested.

由于自然资源的不断开发利用和人口的高度集中与城市化的迅速发展,我国的垃圾数量
以每年超过 10%的速度增长。全国至少有 200 座以上的城市处于垃圾包围之中[1] 。2000
年 6 月,国家建设部确定北京、上海、广州、深圳、杭州、南京、厦门和桂林等八个城市为
“生活垃圾分类收集试点城市”,目的是想通过试点总结经验,以点带面,积极推进城市生
活垃圾分类收集的工作。在这六年的时间里,为把深圳建设成为绿色城市,实现城市生活垃
圾处理无害化、减量化、资源化,深圳政府
