内容摘要
丹江口水库是南水北调中线工程水源地,大坝加高工程将产生万直接受淹
人口。水库移民是因修建水库引起的有组织的人口迁移,属于非自愿性移民,是一项
涉及面极其广泛的复杂社会系统工程。因此在移民搬迁前、搬迁安置过程中、搬迁后
融入发展中存在着大量的不确定性或风险因素影响着移民活动,如何减轻或规避其中
的不利因素,使移民活动正常有序、平稳地进行下去,实现安置效果的最大化意义重
大。本文在对丹江口水库移民实施进展情况进行调研的基础上,分析了丹江口大坝加
高工程移民面临的有利条件和不利因素,叙述了过去移民工作的经验和教训,总结了
现阶段新形势下移民的特点,分析了移民安置过程中存在的各种风险,并对移民风险
做了定性和定量的评估,在此研究分析的基础上,借鉴三峡水库移民搬迁安置取得的
经验以及西南水电移民安置模式的新探索,最后提出了丹江口水库移民安置风险防范
与规避措施。

Abstract
Danjiangkou reservoir is the headwaters of south-to-north water diversion middle
route project. 223,600 people under the inundation line will be moved because of the
heightening of Danjiangkou dam. Reservoir relocates anized because reservoir is
built. It belongs to unwilling relocates. It is plicated social systems engineering,
which relates lots of aspects. Therefore, there are a lot of uncertainties or risks before
relocates' move, during move and resettlement, during integration and development after
move. These uncertainies or risks affect the activities of migration. It is important that how
to alleviate or elude disadvantageous factors so that the activities of migration can go along
normally, orderly and steadily, in the same time good resettlement results can
