基于 DEA 的产业集群绩效评价研究
-以宝鸡市石油装备制造产业集群为例

摘要
市场经济在我国的繁荣促进了一种新颖经济形式的发展,这种经济形式被学
者称为产业集群。产业集群内主体专业分工明确、规模经济优势明显,因此在当
代经济中的作用也越来越明显。虽然我国产业集群的发展取得了不错的成绩,但
一些问题仍然制约当前产业集群发展。如何通过对产业集群的绩效进行适当的评
价来识别当前形势下产业集群发展存在的主要问题,进而提出有针对性的改进措
施和方法来促进产业集群的良性发展是目前研究的重点。
本文首先对在研究过程中涉及到的产业集群理论、绩效评价理论和产业集群
绩效评价理论进行了阐述,并对产业集群国内外发展状况做出了简要的概括。其
次、本文研究了影响产业集群绩效动力机制,根据动力机制将影响因素分成了投
入指标和产出指标两大类,并通过对产业集群投入机制和产出机制的详细分析找
到了每个机制对产业集群绩效的影响因素。再次,文章讨论了几种常见的绩效评
价方法的优势与劣势,通过对比分析选择了 DEA 数据包络法作为本文的绩效评
价方法并对 DEA 进行了介绍。最后,文章介绍了宝鸡市石油装备制造产业集群
的实际情况,并对集群绩效进行了实证分析。通过对比分析的结果判断集群的经
营状况,找到其在发展过程中的不足,针对存在的问题并结合宝鸡市石油装备制
造产业集群的实际情况提出改进措施和建议。当前,针对产业集群绩效评价的理
论由于不同地域的差异性和不同集群间的区别而没有获得很好的发展,本文的研
究丰富了产业集群的绩效评价理论研究。本文对宝鸡市石油装备制造产业集群绩
效评价的实证分析也验证了本文的可行性和操作性,体现了本文的实践意义。

Abstract
Development of market economy in China has spawned the rise of industrial
clusters. Industrial cluster is a new form of economy and has played an important role
in the contemporary process of economic development with its division of labor
advantage and other advantages of cluster effect. Although the development of
industrial clusters in China and achieved good results, but some problems still restrict
the development of industrial clusters. How to evaluate the performance of industrial
clusters properly and understand the strengths and weaknesses of the industrial clusters
in China, then further improve the problems encountered in the development is the top
priority of the current industrial cluster study.
