摘要
以科技管理工作的角度来说,作为四川民族地区科技管理工作存在的共性问
题:科技整体水平低;资源与技术结合不紧密;科技人员严重短缺;科技管理机
构不建全,科技管理部门边缘化等。甘孜藏族自治州是四川省具有典型性的少数
民族地区,全州科技管理现状可以从侧面说明了全省少数民族地区科技管理现状。
本论文对四川少数民族地区科技管理现状进行研究,对存在的问题以及成因
进行分析,并结合四川少数民族地区的特点试图建构四川少数民族地区科技管理
的规范模式,对有效促进四川民族地区科技工作的健康发展有着重要的意义。

ABSTRACT
ABSTRACT
From the management of technology point view, all minority areas in Sichuan
Province mon problems on science and technology exploration such as:
overall with poor technology; resource cannot bine with technology;
technical personnel shortage; technology management institutions insufficiency ;
together with marginalization of technology department and so on. Ganzi Tibetan
Autonomous Prefecture is one of typical minority areas in Sichuan Province, the county
management level on technology in Ganzi can be recognized illustrating overall county
management grade of technology of all the minority areas of Sichuan province.
In this paper, by studying the grade of technology management of minority areas of
Sichuan, analyzing the causes and problems, pooling together kinds of character of
Sichuan minority areas, in due course trying to construct the normative model for
technology management in Sichuan minority area, this study will contribute to healthy
development of the technology management of Sichuan minority areas which believed
with positive consequences.
