摘要
网络论坛的出现满足了拥有强烈表达欲望和参与意识的众多普通网民,为大众构建
了一个自由、平等的公共话语空间。毫不夸张地说,网络舆论拥有了极大的社会影响力,
而网络舆论监督的作用也越来越不容小觑。本文关注的是舆论监督对象在面对网络言论
交流互动平台——网络论坛时的应对行为。
目前,城管成为了网络论坛舆论的热门话题。而本文的切入点是,以城管在网络论
坛中的舆论监督应对行为为例,探讨行政执法部门在网络舆论监督应对行为中存在了哪
些误区及其背后的成因,并提出了一些相应的对策。网络舆论监督对象应对行为的研究,
可以为政府机关及其工作人员提供及时有效的解决问题的方法。
本文从新闻学理论和传播学理论两个角度探讨了网络舆论监督对象应对行为合理
化的意义,并在此基础上,采用数据调查和案例分析的方法探索网络舆论监督对象应对
行为存在哪些误区以及其背后的成因,结合以上因素针对这些误区在传播效果方面提出
一些建议和对策,以期能够促使网络论坛更好地发挥舆论监督的作用。

Abstract
The emergence of the forums meets the need of izen with
increasingly intense desire to express and sense to participate in , building a free and equal
public discourse space for the public. It is no exaggeration to say that work opinion has
great social influence, and the role work public opinion es more and more
article focuses on the coping behavior of the subject of supervision by the
public opinion while facing the speech platform for interaction in the online world —online
forums.
At present the city management has e a hot topic in forums. The starting
point of this article is to take the city managemengts' coping behavior work supervision
